Ο ΚΩΝΣΤΑΝΤΙΝΟΣ ΚΑΨΑΛΗΣ του Γεωργίου και της Χρυσάνθης, γεννήθηκε στο Καλ­πάκι το 1962. Φοίτησε στο Γυμνάσιο Δολιανών και στη συνέχεια στο Εκκλησιαστικό Λύ­κειο και την Παιδαγωγική Ακαδημία του Ιεροδιδασκαλείου Βελλάς. Διορίστηκε το 1987 ως Δάσκαλος και διαμένει μόνιμα στην Τ.Κ. Καλπακίου.
Είναι έγγαμος με την Πηνελόπη Παπανικολάου, Νηπιαγωγό και απέκτησαν δύο παιδιά, τον Γιώργο και την Χρύσα . Από τα νεανικά του χρόνια, συμμετείχε ε­νεργά στα κοινά της περιοχής. Από το 1986 συμμετέχει στην Τοπική Αυτοδιοίκηση, ενώ από το 1991 έως 1994 διετέλεσε για πρώτη φορά κοινοτικός σύμβουλος στην κοινότητα Καλπακίου.
Από το 1993 έως 1998 διετέλεσε Αντιπρόε­δρος του Συμβουλίου Περιοχής της 4ης Ε­δαφικής Περιφέρειας. Το 1995 εκλέχτηκε Πρόεδρος της κοινότη­τας Καλπακίου ως το 1998.
Από το 1998 εκλέγεται για τρεις συνεχόμενες τετραετίες Δήμαρχος στο Δή­μο Καλπακίου που προήλθε από την συνένωση των κοινοτήτων Ά­νω Ραβενίων, Γεροπλατάνου, Δολιανών, Καλπακίου, Κάτω Ραβενίων, Μαυροβουνίου, Νεγράδων και Χρυσόρραχης.
Το 2010, μετά την συνένωση έξι (6) πρώην Ο.Τ.Α., εκλέχτηκε πρώτος Δήμαρχος του "Καλλικρατικού" Δήμου Πωγωνίου και επανεξελέγη το 2014.
Εκλεγμένο μέ­λος στο Διοικητικό Συμβούλιο της Τοπικής Ένωσης Δήμων & Κοι­νοτήτων Ν. Ιωαννίνων (ΤΕΔΚ), από το 1995 έως το 2010 και από το 2010 ως σήμερα εκλεγμένο μέλος της ΠΕΔ Ηπείρου, ασχολήθηκε σε βάθος με τα προβλήματα της Τοπικής Αυτο­διοίκησης της Ηπείρου και της λειτουργίας της.
Από το 2006 έως το 2010 ως μέλος της Οικονομικής Επιτροπής της Κ.Ε.Δ.Ε., από το 2010 έως το 2014 ως μέλος της Επιτροπής Θεσμών και Διαφάνειας της Κ.Ε.Δ.Ε.  και από το 2014 έως σήμερα ως μέλος της Οικονομικής Επιτροπής της Κ.Ε.Δ.Ε. συμβάλλει με την εμπειρία του σε κεντρικό πλέον επίπεδο για την θεσμική θωράκιση και την ενδυνάμωση της Τοπικής Αυτοδιοίκησης σ’ αυτούς τους νευραλγικούς τομείς.
